A Citizen Diplomat’s Homecoming: Cecilia Wessinger Strengthens Tulsa-Kaohsiung Ties

Tulsa Global Alliance friend and supporter Cecilia Wessinger recently returned to her roots in Taiwan, helping mark the 45th anniversary of the Tulsa-Kaohsiung Sister City Partnership. What began as a personal trip with her son became a meaningful diplomatic moment that honored decades of friendship, cultural exchange, and shared community spirit.

A Letter Hand-Delivered Across the Pacific

Carrying a message of goodwill from Tulsa’s Mayor Monroe Nichols, Cecilia personally delivered a special letter to the office of Kaohsiung Mayor Chen Chi-Mai.

She was welcomed by Secretary Chiu, Hui and TGA’s counterpart in Kaohsiung, Lance Sung, who received the letter on behalf of the mayor. The exchange symbolized the continued commitment between the two cities, a partnership that has grown through exchanges, cultural programs, and decades of citizen diplomacy.

A Visit Full of Meaning

For Cecilia, whose family is from Taiwan, the visit carried an added layer of personal significance. Sharing the experience with her son, JD, allowed her to connect past and future while honoring her heritage and strengthening the global ties she now helps foster with Tulsa Global Alliance.
